HDR images are all about timing, optimal lighting conditions, and consistency.  this image worked out because it was a consistently overcast night, so the light pollution from the city reflected from the voggy sky nicely, without the motion blur and artifacting that dark skies and scattered, moving clouds can cause.  tungsten color correction.
